Off topic But because you are all smart need help with bluetooth 4.0

I have an iPhone 4s and wanted to use this iPhone app & hardware called Find My Car Smarter. It uses a "special" Bluetooth 4.0 USB dongle that you supposed to plug into your cigarette lighter to power it up (Costs $25.00). When you shut off your car and park it, it automatically logs your current location and then you can find you car later. Here is a link http://www.findmycarsmarter.com/

My question is I already have a Bluetooth 4.0 smart ready USB dongle and I am trying to get it to work in Windows 7 (my car-pc) but having trouble.
Does anyone know of any free software (or cheap) that will do what he is explaining below?. It is kind of over my head but hey I am only 5'.5" I did download bluesoleil but that does not seem to help. My phone sees it in the Bluetooth settings app but not in the Find My Car Smarter app.

I contacted the manufacture hoping to get some assistance and this is what he said.

    I asked:
Will the pro version of this software work with any Bluetooth 4.0 smart ready USB dongle?
I have one and it does no see it. I have an iPhone 4s with IOS 6.1.2
The specs of the dongle is:
Bluetooth® 4.0 Dongle. This adapter supports "Smart Ready" specifications required by many new smartphones and tablets, EDR (Enhanced Data Rate) for fast transmission speeds, and BLE (Bluetooth® Low Energy) ultra-low power.
This USB Bluetooth® Adapter is designed to be Plug & Play with most Windows™ 2000, XP, Vista, 7, and 8 machines.
Chipset design by Samsung-Cambridge Silicon Radio (CSR plc).
    Thanks

    He responded:
Technically, it's feasible to use FMCS Pro with a BTLE USB adapter.
The problem is all of these adapters require a PC and an application to direct them. Note the designed for Windows comment below. When you plug adapters like this in a Car Charger they don't do anything at all. If you we're willing to leave a laptop running a beacon application in your car then you could get it to work, but this is kind of silly.
Our device is specially programmed to start beacon'ing as soon as USB power is applied.
The Pro version is intended to be used with 3rd party Bluetooth Smart beacons like HipKey, Tod Beacon, StickNFind, etc.

    I responded back:
    Thanks for your help.
I have a couple more questions hopefully you can help me with.
Actually I already have a full computer mounted in the car running Win 7 for Audio, Video, GPS, Navigation, ETC.
Is there any free application to direct it, a beacon application as you stated?
    Thanks again
    Michael

    He responded back:
Umm I suppose in that rig it could work.
Unfortunately I'm not aware of any app that does this, but I haven't really look either.
You could try contacting CSR or your dongle vendor.
Bluetooth LE has various profiles. We implement a custom one, but the standard profile used for beacons is the "Find Me" profile.

We developed similar car parking finder hardware and app (well our is better)) but thing is that device does not use bt data communication. Reason why their device is so cheap as it is a proximity sensor of bt4 low energy so there not much of communication there. If u want to intercept data and talk to device u need some more powerful device, ex one we build does not use proximity but rather look up if car is drivable or not and sends data packet to tell phone about it. But even there i dont know if blue soleil will be able to talk to our chips + apple is mad strict with data communications as they afaird of internet thefering

Well our hardware was designed in identical way, sigarett lighter and stand alone bord. When engine is running we are good, if engine is of we talk to the phone and saying that car is parked. This makes it more reliable as we do not rely on proximity which has some glitches plus kills battery life of the phone as gps is on all the time or pereodically comes on. We never finished project comercially though as so many similar projects poped up so its not realistically to sale anything even though we have better product (and we dont have any distribution) so pretty much i know all about this thing but we only got one development version prototype. (well more then one as we tried proximity versions too, in the beginings)
