that's only allowed in MECA (the front windows).
It's to prevent a judge from fixating on something and thus pulling the stage.
if you can prevent the judge from seeing out, they cannot be distracted and cannot fixate on a point as easily.
Again, it's only allowed in MECA, not IASCA or USACi.
We use acoustic foam in the rear windows of our car. That IS allowed in all orgs. In all reality, it's no different than if we were to build a wall of woofers in the car. Only this actually helps improve the imaging in the car.

we used to have a huge dash mat...it doesn't matter what it looks like when you're being judged for sound...the whole point is to get the best sound possible.

This was the first time I had seen it too and asked about it. It was excatly as what RED said, so the judges are not distracted. I think it's hogwash. Most good judges I know clsoe their eyes when listening anyway. If they were really that worried about it I'd just offer a blindfold/sleeping mask thing.

As far as dash mats, I'm not sure I believe they have any bearing on dash reflections, but it soley depends on the car. If your dash is hard plastic, then I can see it making a difference, but if you dash is squishy (like mine) it's not really going to do much IMO. Plus it depends on your speaker mounting locations, but the window is going to do more damage then your soft dash ever would. It's all about hard and soft surfaces and how to determine what's really affecting your sound.

it does make a difference. Even with a soft dash.
It's the non-absorbant surface that causes the problems.
It's minute, but it's what make the difference between first and second some times.
We've spent hours playing with our dash mat configuration.
First it was a big, puffy mat to help even out the dash and eliminate the issues that were presented with the gage cluster hump. Now it's just a single layer with foam in the corner where the window meets the a-pillar.
It's firmed up our imaging a great deal compared to before, as has the rear foam.
Also, we notice a difference when we fold down our visors, cuts down on reflections there.
It's all about knowing how to PLAY the reflections in a car, not necessarially eliminating them. Hince the reason we have our tweeters and 3" mid-range drivers facing the windshield...because we took the time to position them and to mess with cutting down, or moving the reflections.

I believe it could make a difference in some cars, but I've seen way too many people using them just to use them. If you have dash mounted or a-pillar mids/tweets, then yes it could make a difference, but in some cases it won't do anything except on the pyschoacoustic level.
I've never used one nor will I because the only reflections causing any issues if it's even an issue is the side windows in my car (but this where it's car dependent). Actually the side windows are what helps my car apear to have a wide soundstage (thank you early reflections). Folding down my visor does not alter the sound one bit in my car. In your car I could see it making a difference because your mids and tweets are mounted in the pillars, mine aren't. Again, just pointing out it's car dependent.
