Most headunits allow you to use either speaker outputs or pre-amp (RCA) outputs, but not both.
I disagree, most headunits run the line outs and internal amps simultaneously.
So in answer to your question: yes.

I personally have never seen a head unit that didn't run both at the same time. Most people use the internal amp for the speakers and use the RCAs to run an amp for their subs.
I'm voting for both being able to be ran at the same time, but my experience is only with Pioneer and Alpine (a few Kenwoods & Clarions), and I RARELY ever hook anything up without an amp to begin with.

RCA outputs are always turned on, SOME head units allow you to turn internal power off. Most of these are higher end head units.

All of the head units I've seen personally have the RCA's and internal amp running simultaneously by default. A few allow you to shut off the internal amp if it is not in use to run cooler and use less electricity.
