I asked this a while ago and it seems that it is a standard 1v "line level" output, this is a bit weak I feel as well and am currently looking into using a line driver to boost the signal into the amps, theres no point in having your amps working flat out to amplify a weak signal when they could be working flat out to amplify a strong one.
if you can't find time to do it right, when are you gonna find time to do it over.

well i have my gain on my amp set at the bottom because if i turn it up more the u can hear how poor the sound quality is,an a slight bit of wierd interference noise, but yet the rcas arnt near power cables etc an are shielded ones

i noticed from your sig that u have a usb wLan, is this maybe a cause of the interference? try unplugging and see what happens then, the RCA's might be OK but what about the source? is the computer near any source of interference?

Would be interested to know about the USB wifi as my mate has just got a laptop and he wants to use this as the source for his carPC and has a "wiffy dongle" (his phrase) as well

It could be your audio card. Onboard sound cards often have their interconnects running across either power or data lines that can cause a great deal of interference. If you have a spair sound card around try plugging it in and see if it fixes the problem. Other than that could possibly be a ground loop problem but didn't really sound like it from what you said. Hope this helps.

    preamplifying sound card audio

LEVEL MATCHING AND LINE DRIVER DEVICES

It would be great if audio output levels from today's popular add-on sources (Playstations, Gameboys, MP3 players, DVD and video cassette players) were all the same, but that isn't the case: their output levels can vary from 50 Millivolts to 2 Volts.

The AVM2 (2-channel) and AVM4 (4-channel) audio level matching devices are your solution to those mismatched level blues. With 20Hz to 20kHz frequency response, high signal-to-noise ratio, soft turn-on and delayed turn-off, you are guaranteed great sound. The AVM2 and AVM 4 can also be used as headphone drivers in DVD video installations with individual volume controls.

The VIDAOC1 is the latest addition to our level matching devices. Manufactured by Nesa, this ultra-high performance level matching device is perfect for matching the levels on DVD players, video cassette recorders, MP3 players and Satellite Radio tuners.

We have also added a line of high-quality Audio/Video accessories to our line up.

Are you building a competition system, or feeding multi-amps installations? The 30-Volt isolated power supply in the SoundGate LD2 can increase the level of a signal up to a maximum of 12 dB. In other words a 2-volt output deck can be turned into an 8-volt RMS monster! The second knob on the LD2 allows you to boost bass by up to 15dB - perfect for use in SPL contests!

Hmmm but the problem with a line driver is that i would need to be able to input at least 4 RCA's or preferable 6! so it would be a bit large,an a hell of alot more cabling,an i asure u ,i have plenty as it is!
