so i have an onboard card and when i hook it up to my amp i dont get a good sound outta of it. turn it up alllll the way and its still very low volume. so i go out and buy a pre amp line driver. and i get way better sound goes really loud but when its down low i get this horible feedback noise. i get poppin noise and the wine noise. and its def not the ground. any help would be appreciated. ps i alreadyand found nothing i have also switched out the card for a newer one and no luck.

Seems ground on the 3.5mm jack was not DC ground and created a 'ground loop'.
Cutting the ground screen on the jack and the fitting a capacitor (2.2uf 25v) re connected the ground at audio levels but allowed dc blocking.
just a thought ifits dc offset problems on the audio lines you may need to put some caps on the actual audio feed as well as the grounds.
two possibilities... (1) if you're using an inverter, your power plug is not grounded properly. (2) you need a ground-loop isolator.
You could always test the wiring by plugging the jack into a portable mp3 player, walkman or similar. That will test for both ground loop problems and defective ground, ie:
no horrible feedback now - you have a ground loop problem
normal volume - you have a PC sound problem
no change - you have a cable problem, possibly a bad ground.
