Just go from the sound cards outputs straight to the RCA inputs on the EQ. Use on of them mini to rca Y cables. You do not need anything between the Sound card and the EQ. The sound cards outputs as they are will be fine for the EQ rca inputs.
Hello everyone I have a Metra 7 Band Equalizer with Built in 100 Watt Amplifier( http://cgi.ebay.com/METRA-7-BAND-EQU...ZViewItem)that accepts high level inputs. Since it takes high level inputs I dont need a Line out converter, but I bought one just in case. When I hooked up the amp to computer and to the car I still got very low volume. The wave and volume were all the up. Then I hooked up the LOC and I still got low volume. Can someone help me out?

The EQ doesnt have RCA input only 4 wires for Right +/- and Left +/-. Since the amp can accept high level signals I figured I didnt need the LOC. I tried stright from the computer output to amp and sound still was low. I'm using a PAC OEM 4 channel LOC(http://cgi.ebay.com/ws/eBayISAPI.dll...MEWN%3AIT&rd=1)
Yup, you bought yourself a poopie piece of equipment. That EQ is junk. Since it only accepts high level inputs, and you ONLY have a low level output coming from your computer, the volume output of the "amp" will be low.
Get rid of it and buy an amplifier with low level inputs. I have a 4 channel alpine for sale somewhere in the for sale threads.
Check this DIY site out, it has a number cicuits we can use to boost the signal from sound cards and they sell them too. http://sound.westhost.com/index2.html
but why do you want to add in so much noise and signal degredation?
Quit building your house with legos and duct tape and just do it right from the beginning.
