http://www.microsoft.com/downloads/d...displaylang=en < Microsoft has already made en emulator for XP. its actually available as "emulator" only but I cant seem to find the correct link for just the emulator, its on ms developer pages..

If you download the SDK, tweak it like this to get the EMU only:

Pocket PC 2003:
