I'm fully aware that it costs sellers money to use PayPal or to accept credit cards. Again, however, several points:

    1) It is not allowed by Visa/Mastercard merchant service agreements for merchants to charge back fees. It is, therefore, impermissable for PayPal to allow merchants to charge back fees - and, as you can clearly read on PayPal's site, isn't allowed. More general info can be found here:

    http://www.gofso.com/Premium/LE/06_l...merchants.html

Any company - whether it be a resturant, computer show and sale merchant, etc that you see charging a surcharge for Visa/Mastercard is violating their merchant service agreement and can be fined or have it cancelled.

    2) In 10 states it is ILLEGAL to charge surcharges (and yes, a "reverse surcharge" via a discount is clearly a surcharge. States are

    California
    Colorado
    Connecticut
    Florida
    Kansas
    Maine
    Massachusetts
    New York
    Oklahoma
    Texas

Just because he's a small business, merchant or whatever you want to call him doesn't mean he's exempt from applicable rules and laws.

I'm being bold and assuming by pointing out that something is not legal / a violation of PayPal's policies? If so, then yes, I guess I am a bold and assuming fellow

I haven't commented on how good or bad the deal is - I merely pointed out the facts. I'm quite happy to wish him the best and to encourage him to price his products appropriately so he can make the profit he wants. This, however, had no impact on my pointing out the facts about PayPal & Visa/Mastercard.

Again, if one becomes "rude and assuming" by pointing out the facts at hand then, yes indeed, I am a rude and assuming fellow

Is there any way at all to get a smaller screen? Perhaps a 7 or 6.4? 8.4 is just too big for my dash...

I didn't see the state Dennis lives in stated.

Second you really think you don't pay for these charges at other stores, big or small. They rasie the prices to increase the profit to cover the overhead. Bank fees, can be part of overhead. If there was no way to charge for the fee, then most companies would ever accept a credit card.

Take Sam's Club, they don't accept credit cards, why? It drives the prices up. They even tell you that when you join.

    Hi,

I am in North Carolina. I do not know the laws here, but I am aware of the laws and the policy of Paypal. I figured we were all on the same page. But, It is not against Paypal policy to offer a discount to cash purchasers. As someone else suggested, I could offer free shipping to cash purchasers. There are ways around the "policies". Any way you look at it, my offer is for the benefit of the buyer, so the simplist way is to take advantage of the lower cost. Meanwhile, I only received a few orders. C'mon people. Do I need to give a free T-shirt with each order? Ah, maybe I could offer that. A free T-shirt with cash purchases. Does that comply?
    Thanks!!!

Thinking about it you need to take your problem to paypal or Visa/Mastercard, not with Dennis.

Paypal has the merchant agreement with Visa/MasterCard. So, Paypal is breaking their agreement with Visa/Mastercard by passing this fee onto their customers. Paypal customers are just following their example.

Note that a cash discount is legal and permitted under all credit card companies rules. A cash discount offers a lower price for cash than credit; for example, many gasoline stations offer cash discounts. While this may merely be a loophole, it is permitted.
Keep reading the link you posted.

    To all,

I really don't want to get completely off topic on this list, but a thought of genius came over me. Another easy loophole is this simple.
