The general idea of dibs (as I understand it) is that the person is saying they will buy the item at the stated price. For the seller (again as I understand it) I think this is them saying they accept your offer and this to some degree obligates you to sell to them, assuming of course they meet the stated conditions and price.

The term/process is used quite a lot here and works well, sometimes people will state "conditional dibs" such as "dibs if it is able to play MP3 CD's" or such like.
