Sure, a simple way is use serialport and turn on/off the "DTR" (pin 4) and "RTS" (pin 7) that can be done by the Com Control in VB6.

You can not connect a relay direcly to the comport you must have a transistor circut that "boost" the signal from the comport.

That you can control from VB6 pretty easy.
