Would the low-cost J2534 devices on the market suffice (e.g. Mongoose from http://www.drewtech.com/products/mongoose.html, ValueCAN from http://intrepidcs.com/catalog/produc...products_id/35)? I believe they will work with european cars -- i.e. w.r.t. a J1962 connector and typically supported vehicle networks -- but I don't know that for sure).

I'm afraid not as the pass-thru type devices only work on OBD2/EOBD compliant vehicles.

EU regulations only required diesel vehicles to be compliant from 2004.
