On this one you cannot easily do this, it seems the chinese figured out a way to break the code protection and duplicate the ELM 321 v1.0a micro, but then they cheat by calling the board a 1.2 and selling it that way but unfortunately the firmware is still 1.0a so you cannot switch speeds via software.
You can still switch this one to 38400 but physicall soldering a wire to one of the pins I am not sure which one you would need to look in the datasheet.
The obdpro interface www.obdpros.com was the first one to support configurable speeds the ELM does support them now but maxes out at 500KBits whereas the OBDPros goes all the way upto 1.25Mbits
