No, you will need an interface circuit.

To elaborate on what Rooster said: Not for OBD-II. Some OBD1 interfaces can get by with a couple transistors resistors and diodes, but that depends entirely on what you have.

You could even build a cell phone on a bread board if you like the challenge

Need some more details before any useful info could be provided.

Mainly what type of a vehicle do you own - OBD II, OBD I?

For the ISO vehicles it is possible to build a simple level converter that would work with the right software (most of the free software expects an ELM or ELM compatible interface), for the other OBD II protocols such as J1850 and CAN it is not that easy and requires a hardware centric solution

BTW you do not need to spend $ 500 for a OBD II interface, you can get an OBD II interface for less than $ 85...

See my sig for one example

    Thanks
    Paul

Atulsohan, next time it would be better to start a new thread.
But since it's already here I'll try to answer it, but I do need to know the country you live in to just do that.
Also what is the exact model-year of your car? Built after 2000 could mean 2000 or 2008.
