This one if you believe the pitch and is genuinely a 1.3 would be better as it has more capabilities than the other one you listed as the other one claims to be a 1.
However I think you are most likely to get scammed with either of these, mainly because of the fact that the PIC micro that is used in these costs at least $ 6.00 without the firmware so being able to offer that for $ 7.00 or so is just a joke.
Moreover neither offer upgradable firmware possibilities like the OBDPro does, so when you need new features such as binary commands etc or new improvements come out you will be spending more money again to get a new interface as this one cannot be upgraded
basically you get what you pay for including the fact that when you run into an issue you are on your own in trying to troubleshoot.
