It's hairsplitting, but it does not comply with OBD2 - that's only used in the Usa and Canada. Your car should comply with EOBD which is the European version and for your purpose (reading codes and data) is equal to OBD2. All petrol passenger cars sold in Europe after the 1st Jan. 2001 should comply (unless they weigh above 2500 kg or have more than 6 seats).
Any Generic EOBD/OBD2 interface like the Elm327 and software will do for reading the emission related codes and data from the engine and the automatic gearbox (if fitted). That does not include Abs, Airbag, Dashboard, etc. For those systems you need something a lot more expensive.
