The "OBD2" cable is just that - a cable. No electronics. It is meant to be used with a scan tool elecronics hardware and related software. Here's the chain:
Vehicle ECU (several) <> vehicle wiring harness and plug <> "OBD2" cable <> Scan tool hardware <> Serial / USB / 802.11 <> PC <> scan tool software <> application software (front end)

at work with my pda, it also comes with windows software. Works pretty good.
Personally I've found that all of this software is pretty much the same. You will only see OBDII related stuff: rpm, mph, o2sensors, tps, coolant temp, and some more, but not much.
You will not see "vehicle specific" trouble code descriptions. You will see the code # (i.e. P1135) but not a description.
All ODBII code start with a "P" and a "0". As in P0446 (EVAP emmissions failure)
It's alot of money to spend for something that is not to exciting. Unless you'd use it at work anyway (like I do)
If I didn't use it at work, or even if I hadn't allready owned the PDA, I wouldn't have spent the money.
