"Tuning" requires reconfiguring the controllers firmware (flash) program. To reflash a controller takes a "reflasher" and the calibration flash file. Not for the DIY'r and significantly beyond an "OBDII" scan device capabilities.

that's a question you need to ask on an automotive forum, not on a car computer forum... it's not something you'll be able to do through OBDII, that's for sure.

Each vehicle idle is set differently. Assuming your engine is mechanically sound (good compression, no vacuum leaks etc), then you might look into the Automatic Idle Speed (AIS) motor to see if it is able to modulate the amount of air at idle which is how the ECU controls the idle speed. If your "idle" screw on the throttle body is out of adjustment, ie the minimum airflow adjustment then you can have idle issues too. Carbon buildup in the throttle body can also affect.
Bottom line is get a mechanic friend to take a look with you.
