I do know that the Volvo has been a personal problem for my 3.7 software which is based on the ELM ~ although I have never had a customer tell me they weren't able to reset the engine light. I am sure the ELM will reset the engine light on your vehicle... it might just be a bit limited in the sensor readings it makes available.

Although I've never dealt with a volvo, I'm pretty sure you won't be able to reset the SRS light on any car through standard OBDII codes. Car manufacturers make it delibritly hard to reset the SRS light since it deals with the safety of your vehicle and tries to force you to see a professional to reset it.

This is the second time I have responded to a post and missed something. The ELM unit does not currently offer the ability to turn off the Service or the SRS Light (only MIL).
