Clearly the FB doesnt function when the pc is off.
When the pc is shutdown does the FB retain the outputs at shutdown and similarly at startup until the software reloads and any changes are made.
Or is it that as soon as the software is closed/pc is shutdown that output status is null.

The outputs turn off when the software closes.
When the software is re-opened it uses the default state set in the configuration.
So the program is closed on shutdown and reopened if you have it run at startup, or have it embedded in a software that runs at startup.
