Usually, the center pin is the sweeper, and the outer are + and -.

You can usually assume LEDs to be 20mA and 2V, though the voltage can often be ignored for 12V etc.
The LED voltage is significant on 3.3V or 5V, but changing resistor value may not make much difference....
