      The short answer: No.
Have you looked in the FAQ yet?
      How about the Wiki?

Are you talking about the power adapter for a laptop? (the power cube that plugs into the back of the laptop) or are you talking about the laptop's internal power supply circuitry?

Either way, I'm pretty sure the answer is no. A desktop needs many different regulated voltages, as evidenced by the volume of wiring coming out of a standard ATX supply, and a laptop power adapter is generally a single output, so that wouldn't help. The internal power circuitry of the laptop is likely to be entirely worthless as well, as it's most likely very proprietary and most likely not a nice, easy, modular supply like a desktop has.

a 12v to 230v converter is called an "inverter", search the forums because there is PLENTY of information about inverters compared to DC-DC supplies.
