This was first reported almost a month ago but has finally been adopted and is in development.

MonoDroid which is currently under development will allow not only openMobile to be ported to android as a fully native application (linking to androids libraries) but allow dozens of managed applications to be ported to the platform as well.
openMobile - An open source C# Front End (why choose openMobile?)

EDIT: In all honety, i'd be happier with the opposite news.. that google maps w/ navigation was ported to windows.. :-)

That would be really nice but unfortunately isn't gonna happen. I've talked with google employees in the past and they have no interest in bringing navigation to a platform with little financial incentive for them. Same thing goes for downloadable maps....you can cache a little bit but google doesn't use compression with its maps so downloading anything useful isn't really feasible.
