Cannot access settings menu

I can't seem to access the settings menu is frodo. All other application is accessible but nothing happens when I click on "Settings 1" and "Settings 2." It happened out of nowhere. Any ideas?

That is flash related, what I did when this happends to me (long time ago) was to ether reinstall FP or install it on another machine and take the ocx file that is in C:\WINDOWS\system32\Macromed\Flash over the one that have the problem.
