Neither, that is just the album art for what is playing.
This is the new full screen mode. (Well, part of it)

There are several options here, you can have
either of the bars always visible, or only have them show
if you click.

The video/vis/art does not resize to accommodate a
non always visible menu, but if a menu or both is always
visible the video will fill up the available space.
