The PC intend to run this on is happier with W2K. Mostly the touchscreen driver is happier w/W2K.
Will it work do the skin config on my laptop and then copy the file to my W2K machine?

You can copy a Configuration File to any other computer as long as you copy all the content too such as images and functions.
But we do not support Windows 2000 at all. I am not sure it wont work, but you will need DirectX 9.0c, .NET 2.0, .NET 3.0, and .NET 3.5 on any machine you want to run it on. And I am not sure if Microsoft supports such an old OS with these frameworks.
