I think you have it in backwards. Pin 1 of the PIC (the dimple) points towards the analog inputs.

Thats what I siad before thats what it looks like with the new chip installed with the USB pluged in, without it pluged it, and both times with out the program running.

So let me get this straight.
You installed the new PIC as showed in that picture, powered it up, it lights 6 LEDs.
Then you plugged it into USB, nothing happened.
Then you installed the old PIC, powered it up, it lights 6 LEDs, and the computer does not recognize it.
Is that correct?
Why are you doing it without the program running?
