Freezing during boot, VIA EPIA ML-8000

I'm having an issue with my system. When I turn it on it gets to the VIA Bios splash screen that appears when it first boots up then just freezes there. Won't do anything else or advance any further. If I reset my CMOS settings with the jumper it'll boot up to where it tells me my settings have been reset and ask me to set them up.

I set them up, I've tried preformance and fail-safe optimizations. I'll save and exit and it will boot into windows. When it gets to the windows loading screen with the moving bar at the bottom it freezes at some point during that. If I reboot it from there I might get it to boot back to that windows screen again and freeze, but more often then not it freezes at the VIA splash screen.

The bad part is, is that this computer has basically been sitting in a drawer for a year now. It was a project I was starting and it got pushed to the back burner by a lot of other stuff. I finally got around to building the custom box for it and all and figured that before I did the final install of it all I'd pull it inside, update my music lists and copy of windows. And now the damned thing won't boot. I've had this thing running for a total of maybe 6 hours in its entire life.

I've tried swapping power outlets and power supplies. I've connected a 250W and a 300W desktop PSU to it with the same results. And I know both PSUs are good as they came out of working computers for the tests.

I'm at a loss and I think I'm going to have to accept that I need a new mobo. But I really don't have the money for a new one so I'm trying to maintain that small sliver of hope that it's salvagable.

Any suggestions, ideas, comments or help? Please?

I think it does worth to change the CMOS battery first.

Did you try to refresh BIOS? (honestly )
Which windows version do you have?
Have you ever tried to boot into (horribile dictu ) DOS?
    Is the standby voltage OK?
Try to boot (when your mobo is capable to) and jump into PC health. What does it show? Are the voltages OK?
Try to unplug all connectors and compnents and re-plugging them, to check contact errors.

Another idea: remove and plug the BIOS chip again.

I think I found the issue now.

For some reason the ATAPI-IDE adaptor(I think that's what it's called) on the back of my dvd drive was causing it to not want to boot. It will boot into windows now. However, it's very slow.

Any recomendations on how to speed this up? There's nothing but the bare minimum basics being loaded with windows but it's still taking several minutes for complete startup.

    Running Windows XP SP2

    1gig of RAM
