New Question. Has anyone had a problem where the PC acts as if it is getting some spurious input from the keyboard. I noticed this whilst watching DVDs for no apparent reason the position would just jump. I even had it on pause and was over the other side of the room and it just started playing again. So assuming no ghosts has anyone else had this. (It seems to be the cursor keys that are effected.

Ensure that your RAM is fully inserted. The latched on she side should lock in the upper notches. I think it can help if you could share some pictures of your board with all critical connectors visible (memory, both power connections at least).
Can you try a standard power supply from another computer? I know you posted you were using the DC-DC one but I would atleast give it a shot and as others have said only have memory installed with no hard-drives. If that still doesn't work I would clear the cmos and try it again. Also make sure the Clear CMOS jumper is set correctly. I had a board shipped to me once that had it on the clear CMOS pins and the board wouldn't boot.

INTEL 945GC chips, Extended S-Video output, Custom BIOS etc
(1) Intel has 2 x types of drivers available. The GMA driver is for consumers, the IEGD is for Integrators/OEM and for high-end users. The GMA only allows for 'Clone' functionality and basic settings. The IEGD driver lets you 'create' a custom driver and bios. For example, I can create a driver that supports 640x480@30i with a 15.7kHz Horizontal refresh for direct use on my RGB NTSC factory car display, or for use in an Arcade Cabinet. I can create custom bios splash screens, configure fastboot settings, custom POST text, custom BIOS level screen modes etc. It also has the ability to pre-select clone, dualview or single screen display modes. This may be the ONLY way to get access to S-Video as an extended screen on the 945GC, however I must mention that I cannot guarantee that this would work - there may be other chip-level reasons for why S-Video can't be selected for 'Dual Independent Head' mode in the GMA drivers.
(2) HOWEVER, the 945GC chipset is NOT CURRENTLY SUPPORTED BY THE IEGD 9.0.2 driver. This flabbergasts me! The D945GCLF2 is just perfect for Embedding, customizing, or using for industrial applications. But it only has consumer level driver support!
I have actually tried to run my D945GCLF2 board using a 945GM based IEGD driver, and appear to be able to create a driver that has a Dual Independent Head display, and from initial indications it does appear to extend the desktop onto the S-Video screen. However, I have some severe limitations - my custom resolutions on the VGA then don't work in dual-head mode for example - and it has only been observed during VNC remote management (ie it hasn't actually been connected to an S-Video display yet).
Can each and every one of you here that are after one of these features please initiate a support incident with Intel requesting Please add support for the 945GC chipset to the IEGD driver.
