Have you tried with a Windows XP with Service Pack 2? This could be the issue. I'm an Intel(R) engineer in Costa Rica with the team that does failure testing for most motherboards and Processors and we have not had this issue reported so I would try that. Also, you can try putting the board on a non-conductive surface. if all else fails and you have tried another power supply, call 916-377-7000 and get an RMA.
