a live enviroment is a full running os that does not run off the hard drive but instead it runs off the cd, this allows you to test your hardware with clean software without having to reinstall windows
I had the same with my old USB-powered zip250 drive : wouldn't reads a disk . I gave up. 8 months later the puter started acting strange, stalls, hangs etc.... The 5V rail of my PSU was falling. This PSU died in a loud bang 2 days later. Fortunately, it was on the bench.
Maybe your PSU is, ahem...

DeltaFX, the drive does the same thing with or without additional power (short usb cord) plus I tested the 5V output with a DMM at idle and under load and its constant.
Ok, I got it all working. It turns out I was missing two files from my original windows installation. Once I figured out which ones I was missing, replacing them and re-"setting up a windows installation" w/"Repair" fixed it.
I think this past month's work was caused by one scratch on my boot disk.
What files were they? I'm having a similar issue with the same drive. Thanks.

How did I find out? Dumb luck.
One of my buddies said that in the process of streamlining a service pack into a boot disk, he had a similar issue. So, I used my same boot disk on another hard drive and the same thing happened.
