Play back sound with 12v

So I need help finding something. I want a device or chip or something that you can either upload a wav/mp3 file to or record to and then when you apply 12v to the board it will play the recorded or uploaded sound. What I want is to have it so when I shift into neutral it will say neutral or anything else I want. Would be nice if it had multiple recordings and could play based on what switch is being activated. Any info would be apreciated.

This would be easy enough with a car PC and a Fusion Brain with inputs wired to the switches for those positions.

+1 for fusion brain...one of the options when something is triggered is to play a sound (if I recall). I have to check in my car.
