I'd suggest you start by posting more information. Does it beep? What's the model? How much ram? Make/model/speed of ram? What power supply are you using? Do you have the P4 connector hooked up if it has one?
Hey i have a mini itx board from jetway. And the problem is that i have it hooked up and for some reason i cant get a display. I tried the S video and the yellow video port. i get nothing. i also tried to use the vga port... no display. This motherboard is brand new and i cant find the manual.. Anyone have any suggestions?

The processor fan goes on, as does the motherboard light. And the system stays on.
No beep though.

i didnt hear or feel the HDD spinning. Fans are spinning though
if your using 133/333mhz your using the wrong memory-- according to the specs, you need to use ddr2 533 mhz
another way to check that the computer is booting up properly is to turn the num lock light on and off manually-- if the computer posts, you will be able to control the numlock light, if it isn't posting, the numlock will not be able to be manually turned on and off.

yup that's the problem, wrong RAM installed. You need DDR2 at 533 MHz like soundman said. It's also called PC2-4200 RAM.
Really? The higher Mhz causes that kind of problem? Would that actually prevent me from recieving no display when i power on?
Actually on further research I don't think it should affect the motherboard.
