umm...if the PC power is off....how is the drive getting power to operate? Since it would be connected to the same power supply.

If it is ATX, unless the plug is pulled, on a lot of PSUs, the Power is still how.

But the mobo hasn't recieved a soft poweron signal from the power switch.

It is possible that the drive could still be recieving power (if they built it in such a way) I think.

+5vsb is part of the 20pin atx header, not your standard 5vdc rail. If it were to be powered on by itself (ie without the computer on) it would need its own external power supply.

I really don't think that it would be very useful at all with the power off. I doubt that it has an video out jack, so I don't know what it can do without the PC turned on. Additionally it won't have power at all if the PC is turned off, unless it has an external power adapter. Also the +5VSB cannot provide enough power to power the DVD drive, so that option isn't even a possibility.

All in all it sounds very strange, and I would think that it would be for a very small niche market. I'm pretty surprised that they even made it.

I'm assuming that "PC Power Off State" in the description means it can actually be run with the power off some how?

That would be a logical assumption, however it doesn't make any sense at all, which is why we're debating it.
