If you want 24bit, USB too, I would go with these: Tascam 122mkII and 144mkII or the new US-200.
I know that modern desktop mainboard D/A converters have improved vastly over the last 15 years or so, some used to be truly awful, these days they can be pretty good. I don't know about modern tablets though, do they still sound fairly cruddy?

I'm a bit slow on the uptake, so I'm still not quite sure what you are after. Are you able to do some kind of diagram?

I'm not aware of any external USB soundcards that have four or more outputs that do not require extra power. Something cheap like the M-Audio Fasttrack Ultra might do what you want it to providing you can give it an extra 5 volts, you could probably configure the control panel to output your audio on all 6 outputs if you wanted. Like the Tascam units the outputs are balanced +4V so if you have earthing problems you can just drop the earth and wire the cold to the RCA shield.

my experience with most of these sound cards is that all require extra software to have more level or l/r control over each output.. my understanding is that windows does not provide this at all..

Not necessarily, it depends on how the drivers are written. Some have outputs that show as different devices eg: 1/2, 3/4, 5/6 etc in the windows device manager, and so it is possible for different programs to use different outputs without using the control panel for that particular product, but the main stumbling block that I have encountered is that they are designed for use with audio recording / editing programs and thus can not be used, for example, for 5.1 surround sound.

Having said that I'd still steer well clear of these kinds of things for car setups and use either onboard audio or if the quality is not that great then go to some kind of USB stick style stereo input / stereo output thing, like what the Andrea directional microphoes come with.

i though i posted 2 post, idk where they are....

the build i am doing is of a laptop i built.

i want to interface with the laptop to my 2 amps..

    1 4channel
    1 mono

however i would like to have 3 pre-amps out. this is my problem. i cannot find any external sound card that has more then 2 pre-amps.

i was always told that chaining the rca's from amp to amp will lose sound quality.
