No, because you're still feeding a digital signal. You need an HDMI/DVI to VGA converter, not just a cable with both ends on it.

After a couple years of use, my DVI-I port on my motherboard is giving way. This is due to the tight quarters in which I have the carPC and it was bound to happen. Instead of repairing this port, the motherboard also has an HDMI out port. Can i use the following combination to go from the HDMI port to the vga on my Lilliput 629gl? It may seem like an excess of wires, but it would actually make life ALOT easier to get this beast in and out of the car.

No, because you're still feeding a digital signal. You need an HDMI/DVI to VGA converter, not just a cable with both ends on it.
Can always replace the LCD controller in the Lilliput display, its cheaper than replacing your motherboard.
Check out the make and no. of LCD display and look on NJYtouch site for a controller board, most have DVI and some even have HDMI inputs.
You have to give them the model no. to get it properly programed.
I'm sure that Lilliput use a good quality LCD in their monitor.
