I don't know why I am answering this, but....
Yes, it is easily possible to network Win9x to any MS OS. There are many sites ont the Internet that cover basic Windows networking, so there's no point me going through the whole thing. Basically, you need to install a network card in each machine, install a protocal (for small networks, use NetBEUI as there is no configuration needed), install the Client For MS Networks, make sure the workgroup on both machines matches, install file and print sharing. That should get it up and running. Then share something on a machine and it should appear in Network Neighborhood.
As for booting Windows into DOS, edit the MSDOS.SYS file and change the BOOTGUI line to false (or 0). Or just use TweakUI. If you had searched, you would have found this info.
I have tried before, but I found that windows 95 would only allow a workgroup with all capital letters, but windows 98 only alows the first letter to be capital...???
is this true, or don't I know what I am talking about?? I think its the latter of the 2...

Setting up a network between two PCs takes a bit more than just making sure they have both got the same workgroup name! You have to sort out their IP addresses and things like that.
Its a bit much to type the entire procedure out here, so the best bet would be to do a search on the web for 'set up PC network' or something similar. You should be able to find a guide that will help you out.

SkinnyBoy: There are some quirks with workgroups in Win95 and Win98, but just make the workgroup the same on both machines and you won't have a problem. In theory, they are not case sensitie, but I have seen examples that contradict this. Just make both workgroups "mp3" or something. Even if the workgroups are different, it will not effect operation of the network. You will still be able to access the machine by doing "\\machinename\sharename"
Toaster: I told him to use NetBEUI, which does not use IP addresses. I chose it because it is the simplist protocal for small networks, and it's broadcasting ability almost assures that machines will shop up in Network Neighbourhood.

Useful input: Case-sensitivity (and hyphenation, as in cable-modem'ed PCs) is only an issue if you're running SQL server (if you don't know what SQL server is, then it's going to be a LONG time before you need to know...)
