You will need an adaptor to connect it to your PC. These are the same adaptors used to connect a laptop hard drive to a normal (low-density) IDE cable.
FRY's and other retailers have them for around $6.00.
You may have to open up the case of the laptop CDROM to get at the IDE connector, though. Most CD-ROMs have a special connector for when the unit is docked into the laptop, and these are usually proprietary connectors.
As for skipping, I don't think it will be much better than a regular desktop CDROM, but there may be a little more anti-shock mechanisms built into a laptop CDROM because of the nature of a laptop vs. a stationary desktop machine.
Most laptop drives have a "click-in" spindle type tray with the laser and motor in the tray itself, so you have to be a little more careful with them. At Comdex I did see a slot-loading laptop DVD drive that was pretty cool -- no tray to mess with and it's only 5/8" thick
