Im have not used this product but the convertor in this case is what you are looking for, I personally would build a custom case and save an buy the parts to make it professional, look up the colbaltpc by King Snake, in my personal opinion it is the best custom for now.
that PC is cheap, but you can put together your own for not much more expensive than that, and you will also have the PCI slots. From what I hear people aren't very happy with the BookPC, and also going from VGA->NTSC->Digital is going to give you a horrid signal. I wouldn't ever want to do that.

For the price of the PC to NTSC converter and the BookPC, you can pretty much get a SV24, which provides both the NTSC output and a PCI slot for upgrades. Having worked with them, I like them much better than the BookPC's I've worked with in the past.
