Quick Q about the PS_ON pin on power supplies

Does pulling the PS_ON pin low for say 1 second simulate the pressing in of the power button for that time?

I'm working on my shutdown controller (pic16f877) and in my searches I couldnt get a definate answer so I thought i'd come here.

The design specs say that the ps should kill its +5 and +12 when PS_ON goes high, can I use that to my advantage by pulling it up to make windows hibernate? Or will that immediately shutdown the motherboard...defeating the whole purpose on the shutdown controller.

    thanks in advance :-)

I suppose I could just wire directly to the wiring for the front panel switch, but there has to be a more elegant solution.
