    To comply with the standard. Some ports will recognize 0 volts as logical
    low, some will not. This guarentees it works with all.

    Technically those that recognize floating inputs (not the same as 0v), probably do so as a logic HIGH, not LOW. RS232 voltage levels are < -3V = High, > +3V = Low. Many modern ports pull their inputs down and thus produce a logic HIGH when floating and also extend the HIGH range to < 0V to be pseudo compatible with TTL signal levels (0v, 5v) -- albeit inverted.

    I am also very keen on not getting into troubles with the Australian law here. I just tried this schematic, but without the relay for testing purpose and it worked. Whenever I shorted 4 & 6, it launched the Frodocam and then off as soon as I unshorted them. It worked as well for the video part but the video didn't show itself automatically. I had to touch the Vis Button untill the video shows. Am I doing something wrong?
