You should be able to. It kind of also depends on the processor speed to. But with the board specs being able to handle anything between 550-933mhz for the P3, but with the celeron ranging from 333-500 you might have a problem with those. Even if it turns out that you are running a 333mhz celeron for example, the dvd decode cards are pretty cheap. Cheapest prices on pricewatch start at around $20.

I don't know if I could use a dvd decoder card, since I am gonna use the motherboard's TV out (that's why I bought this motherboard on the first place!). Creative's DXR3 decoder I have in my desktop at home uses a video signal loop cable (from VGA to DXR3) and then you have to connect the TV to the decoder card's output. Is there any way I can use the decoder's TV out instead of the motherboards in order to watch the Windows desktop and applications???

That is a interesting note. I would assume the DVD decoders work with on board video as a large number of folks use on board.. the rest typically use ATI cards..

Just get software decoding, I bought a DVD drive from compgeeks.com and it came with software decoding, just install the software and the drive and if you have at least 400 to 500 MHz it will run just fine.

So, the playback quality depends only on the CPU speed... not the video adapter chipset?

It depends on everything in your computer. I have a Pentium III 600MHz FSB, with 192MB RAM, ona Gigabyte MB, a no name Riva TNT2 32MB card, a Lite-On 12x DVD, running Windows 2000 Professional, latest Direct X, Power DVD 2.something and it can't play smooth movies.

There are two ways to do this:
    1).Hardware decoding
    2) Software decoding
Which is a better choice? I prefer hardware decoding, however it all depends on your computer setup. If you have, let’s say Intel 3 or Athlon 7, you won't have any problem running software decoding program. Be aware that software decoder utilizes a large portion of CPU processing power.
Most people prefer hardware decoder. It has build-in a chip that that has responsibility for decoding DVD signals. Most newer video card like ATI Radeo or Nvidia have hardware decoding capabilities.

If you don’t have any of these cards, you have to buy Hollywood Plus DVD decoder card for $40 (OEM version) or $60 (Retail version with cables, drivers, manuals, and other useless garbage)
or just get a WinDVD2000--the best Win based DVD software.

Creative DXR3 I already have is Hollywood Plus but as I said earlier there is a problem using these add on decoder cards AND the motherboard's TV output the same time. You 'll have to connect the TFT to the DXR3 in order to watch DVDs and then to the motherboard to use a windows application (like Winamp, etc)!

Make sure that you have the correct bus-mastering driver for your IDE chipset. I got a 400 mhz K6-III decoding DVD smoothly using software decoding after installing the correct drivers.
