You've never heard of laser jamming? is way easier and cheaper to do compared to radar jamming. It just involves sending back light waves at the same wavelength of police LIDAR (904 nm). My info will be dated buy I used to install e-911 systems and computer aided dispatch. We had a subcontractor do cappc's and packet radios (this was mid 90's) the cars had IBM thinkpads and would transmit small packets of GPS data and such back to the CAD system. This way when the cop arrived on the scene instead of radioing back they were 10-whatever to the dispatcher they just hit a key on the laptop as they jump out of the car. We had a vehicle status monitor at each cad sation that told the cars location and status and distance to the current 911 call that dispatched had answered. Above we had big viewsonic monitors with a city map and little icons for cop cars and fire trucks would move around the streets. If there was a 911 call a little phone would popup on the map, when the dispatcher changed the status to fire for example the icon would change to a fire, etc. It was fun testing, we could have a couple cops turn off the gps then drive and hide somewhere and turn them back on and we would tell them their location, a big game of hide and seek.
