current solutions are a GSM/GPRS modem connection, not cheap by any means, other ways are to find Wifi access points as you drive around and sustain a log on, a high gain aerial and amplifier may be needed for this!
Voice operated GPS, no such COMPLETE application exists but there are seperate apps that you can configure to suit your needs, many users on the forums here have created some pretty decent examples of wht you can use. where you based / from? country this makes a big difference??
DVD any dvd drive will suffice depends how pretty you want it to look? what software you want to use, how far the drive will be from the pc?
surround sound, again all depends on the hardware if you want true surround sound in the Horse box / van for the horseys to enjoyyoull need a 5.1 amplifier or at least several amps to create 5 seperate channels plus a sub channel as for software enable AC3 output on the pc and then link to an approiate decoder headunit like panasonics CY-AC300EX do a serach on here theres plenty of threads about how to do this!
as for the power issue there are a few psu's that will cater for 24v vehicle supplys
you have really gotta read and read and read though im afraid thats the best way to learn!
dont be suprised if it takes a long time to get the answers you want
