also the lorry in 24v but when parked up will mainly be using a generator whats the best thing to do use the generator to charge a battery not sure.....

Whoa Hold ya Horses (Excuse the pun)
Firstly you say two screens showing what the same thing? are you planning on having any software running on these two screens? i.e one of the many frontends?
as for best pc, it all depends on what you want it to do, most people are perfectly happy with a EPIA pc solution do a for them, there low powered and quite powerfull not as powerful as a desktop solution p4 but some will argue, personnal preference really, internet on the move have you thought of how?
current solutions are a GSM/GPRS modem connection, not cheap by any means, other ways are to find Wifi access points as you drive around and sustain a log on, a high gain aerial and amplifier may be needed for this!
Voice operated GPS, no such COMPLETE application exists but there are seperate apps that you can configure to suit your needs, many users on the forums here have created some pretty decent examples of wht you can use. where you based / from? country this makes a big difference??
DVD any dvd drive will suffice depends how pretty you want it to look? what software you want to use, how far the drive will be from the pc?
surround sound, again all depends on the hardware if you want true surround sound in the Horse box / van for the horseys to enjoy youll need a 5.1 amplifier or at least several amps to create 5 seperate channels plus a sub channel as for software enable AC3 output on the pc and then link to an approiate decoder headunit like panasonics CY-AC300EX do a serach on here theres plenty of threads about how to do this!
as for the power issue there are a few psu's that will cater for 24v vehicle supplys
you have really gotta read and read and read though im afraid thats the best way to learn!
