I only saw that it was a controller card, and did not include an LCD Panel. Unless I missed it somewhere...?
I ran across an ad for a company called MVS and they had 640x480 VGA LCD and controller card evaluation kits (they normally sell OEM quantities) for $95 in single and like $27 in quantities of 1000. Here is the link for their site: http://www.star.net/people/~mvs/
The information about the LCD is at the very bottom. The only thing that bothers me is that this IS very cheap, and I don't know if you can use this as a standard monitor, because the way the document was talking about it, it sounds like you may have to program anything that you want to display on it...
I would really like to hear what other people think about this, it could prove to be either a great find or a piece of junk that I wouldn't touch with a 10 foot pole. ALL feedback is welcome. Thanks,

Ok just read all of this: http://www.star.net/people/~mvs/VGASPEC.TXT
And then look at the very bottom for pricing info on this page: http://www.star.net/people/~mvs/PRICELST.TXT
That should clear it up.

Edit:
Ok, this is a bit confusing, but I think the thing we would be interested in is the KLCD2 kit, which it talks about only briefly. The price for this is listed near the top of the price page. Sheesh what a mess, sorry...

is taht a graphics display as in a serial/parallel port graphical LCD?
also anyone know how to call MVS? I'd like to find out whether or not the thing can work with any dual-scan 640x480 panels, or if I need to get specific panels (like the three SHARP examples they give) or if I can use the dual scans from TimeLine or... whatever. This is a cheap color controller and I'd like to look more into it.
whoops found it. (508)-792-9507
