It all depends on your hardware and what power state you are booting from.

If you keep it in S3 (standby) then you will have about 2-3 seconds between off to music and gps.

If you use cold boot you are looking at between 20 and 90 seconds depending on many factors including CPU, mobo BIOS optimization and options, HD speed and fragmentation, peripherals, OS optimization and choice, and many many more.

So to answer your question: there is no answer.
