I posted a question about legality not long ago. That and two other topics had several quotes of laws in various states. Brutal, the blunt of the laws of import are state specific, and as far as i know nobody's posted anything specific to wisconsin.

I did my thesis on in-vehicle information systems and did quite a bit of research in the area, although not so much on the law. Theres not really a whole lot of laws out there specifically governing carputers. At this point, regulation of in vehicle computers is done more by manufactures then the government. These guidelines generally try to restrict the amount of visual, audible, and cognitive demands that an in-vehicle device can have on a driver. However, the problem with this and the reason why there are so few laws out there, is that nobody knows how to measure these demands really well. i.e. GPS is obviously going to be a distraction to the driver, but is it more so then say looking at a speedometer, and how do you tell. You can measure things like eye glance behavior and such, but that wont get at the full picture of whats going on. Your eyes can be on the road, but your mind may be elsewhere, thinking about where your going etc. Before we make the laws, we have to know what is really dangerous.

There is a bunch of research going on in this area that will eventually lead to more formal laws. Check out UMTRI for a start http://www.umich.edu/~driving/guidelines.html and some references on some existing guidelines.
