    You know what? You should call up your ISP and tell them, "I'm trying to load a website and it isn't working. Fix this... now."

    Well I have emailed them two times without a reply.

    I work all day so phoning them when there open is difficult

    owww and i didn't have anything for mp3car in my hosts file

    Not saying that you should have to do this (your ISP should be helping you), but you could use a free proxy server.

    Well I phoned them yesterday finally got to there teck support and they couldn't help me.

    in the end they think it may be something to do with the permanent IP I was given so there looking into it for me "probably take weeks"

    Have you tried simply clearing your cookies and temporary internet files (cache)?

    Yep its one of the first things i did.

    But then again that wouldn't explain why I would still am able to see the site when i connect a 56k modem to my PC. so its defiantly an ISP problem

    Try typing

    ipconfig /flushdns

    from a command prompt.
