as to your problem, i had a similer problem with my lilliput. adjusting the refresh rate usually worked (doesn't in your case). I beleive that a cleaner power source would help though. try running it off your computers psu 12v rail.
I have been a reader of this forum for quite some time now and have proceeded to put something together myself. I have temporarily set up my car PC in a 99 4runner so don't expect to be thrilled with what you see. When I got everything running, I was somewhat happy with the turnout, but problems/concerns began to turn up. I thought I was ready to put something together, but in my eagerness to get something working...i think I went over my head. I'm hoping that this thread would not be ignored, and the veterans of this forum are will to help. Anyways, I would like to thank anyone that replies, and any replies are greatly appreciated by this newbie. : )

Soyo Barebone PC (Plus some of my stuff) includes:
*350W PSU (i think that's my problem, I'm not very experienced with the electrical aspect of cars. In my mind, I'd figure that at 350W PSU doesn't necesarily pull 350W all the time so I thought it would suffice...I could be wrong. I'll find out in the replies)
*AMD Athlon 2400+
*256 MB DDR RAM
*20 GB Samsung HD
*Integrated sound and video (I think this is my other problem)
Xenarc 7" Touchscreen monitor (hooked up via cig. light adapter)
Ebay GPS receiver

My problem:
After I installed the system the monitor had the faded grey bars that moved towards the top. Like something you would see when you record a computer monitor. I tried changing the refresh rate, but that didn't help. Maybe it's the crappy on board video. I also noticed that it only happened AFTER the windows loading screen. Any suggestions?
My Concern:
My biggest concern was my battery. Will my battery be able to survive this setup? How long will my battery last? My brother has a 250W PSU, and I was thinking about swapping with him. Would that help?

are you talking about the red,yellow,black,etc. wires that are used to plug into cd-roms, HD, floppy drives?
