You can change the drag distance so it doesn't think your draggin unless you move a whole lot. This will effect everything though, not just the desktop.

I hate it when i am driving and try and hit an icon on the touchscreen and instead i move it somewhere or it doesnt activate because it thinks i am trying to drag it!
Is there a setting somewhere that will allow me to lock the icons positions on screen?

Have you tried single click mode? It basically makes everything like a hyperlink on a webpage. That's what I do, one touch and the program launches.
Just incase your not aware of it: open any folder and goto "tools > folder options" the option is on the "general" tab. This will affect ALL folders.
I am in single click mode which I find is much better for touchscreen usage. But whenever i dont click on it perfectly it thinks i am trying to drag it somewhere and sometimes i do accidentally drag something if i am driving and hit a bump i dragged my documents folder onto Iguidance icon and it really freaked out thinking i was trying to put that into iguidance.
i just want to lock em down. like a restricted user or something.
