I would like a microphone setup so I could say "you, yes you in the white ford stop picking your nose" and broadcast this on a commonly listened to FM station, or else "this is your car speaking, please dont fart in me" or something similiar

Highly illegal. Interfering with licenced signals with an unlicenced/unauthorized device

Some thing's im doing in my car is when my phone rings and i answer it the PC shuts off the audio and records the conversation onto mp3

handy if u forgot a number or where your ment to go.

Also have the read view camera take pictures every 10 secs or video tape if u had that much space :P just incase u had an accident.

Also it can act as a Email viewer, picture viewer, internet, games and alot more uses.

Security - alarm/immobiliser/door locking/power cutting/photo taking/police calling/gps sending car thief buster

Check out Ramsey Electronics, Panaxis, and North Country Radio for FM transmitter kits. Only if you have a completely legal reason to have a transmitter, of course.

Other stuff a carputer can do:
DSP EQ and/or effects for the sound system.
monitoring and display of engine and drivetrain (pressure, temperatures, voltage) and warnings of fault conditions (maybe use an LCD text display arranged as a HUD?).
take dictation; either audio recording or maybe speech-recognition
make your own electro with Reason or other synth software
drive some massive array of LEDs for light show or displaying messages

MAME et al
